    As part of the overall impact assessment process, a Phase II Study is used to determine whether an archaeological/historical property is potentially eligible for the National Register of Historic Places.

    The typical project options include alternative assessments, avoidance testing or Phase II eligibility testing at the site. Consultation with the regulatory agency and the relevant State Historic Preservation Office (SHPO) is an essential part of the study. Our qualifications depict a successful history of coordination with the state and federal agencies.

While serving the best interests of our clients, alternative and avoidance analyses typically provide protection for cultural resources. Pro-active studies designed to analyze how a project impacts will affect the archaeological sites are a specialty of Natural & Ethical Environmental Solutions' technical staff members. This type of information is used to lessen the impacts of a project on any cultural resources, to avoid the site through innovative measures or to suggest alternative courses of action.

When a site can not be avoided due to the constraints of the proposed project designs, our personnel are prepared to assess the National Register eligibility of a site through close coordination with the SHPO and relevant federal agency. Eligibility testing involves a sampling procedure designed to determine whether a site is eligible for inclusion on the National Register of Historic Places. Testing may involve the hand excavation of test units, back hoe stripping in plowed fields or other combinations of excavation techniques.

Natural & Ethical Environmental Solutions' technical personnel are extremely talented in conducting Phase II studies, including artifact analysis, report preparations, and negotiations with appropriate agencies. Architectural studies may include in-depth historical research and structural evaluation to determine National Registry eligibility.
